The Leadership Institute’s (LI) mission is to increase the number and effectiveness of conservative activists and leaders in the public policy process. The Institute identifies, recruits, trains, and places conservatives in government, politics, and the media.
ABOUT | Presiding Officer Training-Robert's Rules of Order-Pierre, SD
Presiding Officer Training equips grassroots leaders with the procedural authority and confidence needed to run effective, orderly meetings under Robert’s Rules of Order Newly Revised. This course focuses on the real responsibilities of the chair—enforcing the rules fairly, managing debate, handling motions step by step, maintaining decorum, and protecting both majority rule and minority rights. Participants learn exactly what a presiding officer may and may not do, how to follow a proper agenda, how to rule on motions and amendments, and how to keep meetings on track even when tension or disorder arises.
Through structured instruction and practical scenarios, students move beyond theory and into application. The training concludes with hands-on practice in which participants rotate through key roles—Chair, Mover, Seconder, and Debater—while working through realistic grassroots motions. By the end of the course, attendees leave prepared to preside with clarity, neutrality, and authority, ensuring their organizations operate efficiently, professionally, and in full compliance with Robert’s Rules of Order.
